Auto Loan Refinance Santander Consumer?

I currently have 15% for my 2013 Acura TSX... I was lucky to buy a new car for the family but for 72 month term... I started with 19% then negotiated down to 15% and at the time of the deal, i thought I could lower that later on... I am almost 10month into payment and I want to lower the rate to at least 9%.
